Archivist's note
This is the founding document of Juan de Fuca Search and Rescue as a public service, and the notice text is a public record even though the newspaper page is not. Note the estimated cost of $15.09 per average residential assessment: 05_documents/2026-07-17_phase8_crd_records.md records the bylaw as adopted on 24 October 2003 with a levy cap of $62,000 or $0.102 per $1,000. The notice was run on two consecutive days, 14 and 15 September 2003, as a counter-petition notice. HEADLINE CORRECTED 2026-07-30. This record previously gave the heading as "Notice of Intention to Adopt Bylaw No. 3101". Reading the clipping shows the printed heading is "Notice of Counter Petition Opportunity / Juan de Fuca Search and Rescue Service / Establishment Bylaw No. 3101" — a counter-petition notice, not a notice of intention. The distinction matters: the notice states the board may adopt the bylaw unless at least 5% of electors petition against it, that at least 223 electors must sign to defeat it, and that the deadline was 4:30 p.m. on Tuesday, 21 October 2003. The notice names Ken Cossey of Electoral Area Services Planning as the contact and is signed by Carmen I. Thiel, Corporate Secretary, dated the 10th day of September 2003. It lists the area to which the counter petition applies as Willis Point, Malahat, East Sooke, Kemp Lake, Otter Point, Shirley, Jordan River, Port Renfrew and Songhees/Esquimalt First Nations.
